How We Work
The Interior Department of the Velocity Interoperability Network takes sites and routes into common holding, keeps them in service and makes them available to members on equal terms. This page sets out the principles the Department applies and the procedure by which a site or route is transferred to it.
- Held in common
- Shared infrastructure is held by the Department for all members, not for any one of them.
- Equal terms
- Members connect to and use shared infrastructure on the same published terms.
- Open record
- The register of sites and routes is published to members and revised as holdings change.
- Maintained to a common standard
- Every site and route is operated and maintained to a single service standard, whatever its origin.
Transfer of a site or route
Step 1: Proposal by a member
A member proposes that a site or route it holds be transferred to the Department. The proposal states the class of infrastructure, the members that use it and the land on which it stands.
Step 2: Survey
The Department surveys the site or route, records its condition and principal plant, and confirms the boundaries, access routes and any wayleaves over the land.
Step 3: Agreement of members
The transfer is put to members. A site or route is taken into common holding only with the agreement of the members that use it.
Step 4: Entry on the register
On completion the site or route is entered on the Register of Sites with the status In service, the land that serves it is entered in the schedule of land holdings, and members are notified. The service standard applies from that day.
Further information
The obligations of members using shared infrastructure are set out under Infrastructure, the standard to which every site is maintained under the Service Standard and the treatment of land under Land and Wayleaves. Proposals for transfer may be sent to contact@interior.gov.vin.
